Becoming a Patient
To facilitate the registration of Connecticut residents for the Medical Marijuana Program, please follow the streamlined process outlined below or utilize the How to Register on the State portal:
1. Confirm Eligibility:
- Residency: Must be a Connecticut resident.
- Age: Must be at least 18 years old.
- Medical Condition: Must have a qualifying debilitating medical condition as defined by the Department of Consumer Protection.
2. Obtain Certification from a Healthcare Provider:
- Schedule an appointment with a Connecticut-licensed physician, physician assistant, or advanced practice registered nurse. See Qualification Requirements
- The healthcare provider will assess your medical condition and, if appropriate, certify you for the palliative use of marijuana through the state’s online registration system.
3. Create an Online Account:
- After certification, register for a DAS Business Network Account to access the Medical Marijuana Registration System.
- Use the email address provided to your healthcare provider during certification.
4. Complete the Patient Registration:
Log in to the registration system and verify the information submitted by your healthcare provider.
- Answer a series of certification questions.
- Submit the following documents: See Law and Regulations
- Proof of Identity: Valid forms include a driver’s license or passport.
- Proof of Connecticut Residency: Such as a utility bill or lease agreement.
- Current Passport-Size Photograph: Meeting the state’s specified requirements.
5. Register a Primary Caregiver (If Applicable):
If your healthcare provider indicates the need for a primary caregiver, you must register one during your application.
- Register Your Primary Caregiver, if Applicable
- If your physician certification indicates a need for you to have a primary caregiver, you must register a qualified caregiver before the Department will issue you a registration certificate.
- The Department will not register a patient who needs a primary caregiver until the caregiver’s application is completed and approved.
Primary Caregiver Registration Process:
If a patient’s physician certifies the need for the patient to have a primary caregiver, the patient may register one person to act as their caregiver with respect to their palliative use of marijuana.
- A primary caregiver applicant will only be able to access the online registration system if:
- The patient’s physician indicates a need for a primary caregiver; and
- The patient identifies the applicant as the person who will serve as their primary caregiver.
To register with the Department, a primary caregiver must:
- Have the patient identify them as their primary caregiver on their registration application. In this regard, the patient must provide identifying information about their caregiver, including:
- A valid e-mail address: This should be an email address that you are comfortable using in connection with your medical marijuana caregiver registration as it will be the primary method the Department will use to communicate with you. Therefore, please be careful before providing an email address that others can access or that belongs to your employer. If you do not have a valid e-mail address, the system will provide a temporary e-mail address to the patient, which he or she will provide to you for purposes of completing your registration application. The temporary e-mail address will not otherwise be functional, and the Department will communicate with you through other means.
- A primary telephone number: This should be a personal telephone number that the Department can use to contact you about your medical marijuana caregiver registration.
- Create a DAS Business Network Account so you can access the online registration system using the email address you provided to your physician.
- Log in to your account, verify that the information your physician submitted is accurate, and answer a series of certification questions.
- The caregiver must:
- Be at least 18 years old.
- Not be your certifying healthcare provider.
6. Application Review and Approval:
The Department of Consumer Protection will review your application, which may take up to 30 business days.
- Upon approval, you will receive an email with your permanent medical marijuana registration certificate. Learn more about Application Status here.
- You can present this certificate in printed form or display it electronically when purchasing medical marijuana products.
7. Renewal:
- Registration certificates expire one year from the physician’s certification date.
- To maintain active status, initiate the renewal process prior to expiration.
Important Considerations:
- As of July 1, 2023, the state registration fee for patients and caregivers is no longer required. Learn more about Connecticut’s Medical Marijuana Program here.
- Ensure all information and documents provided are accurate and up-to-date to avoid delays in processing.
